Operating Company Director / General Manager - Construction

Location: London

Basic Salary: £60,000 - £ 65,000 Per Annum Car, Expenses, Insurance, Holiday

My client is a leading building and civil engineering contractor based in the South East with over 40 years experience in the construction industry. They have built an enviable reputation for delivering successful projects to a client list that includes government agencies, blue-chip multinational companies, developers and contractors.

Job Purpose:
To act as the senior manager directly accountable for all the projects/contracts within a dedicated division of the Company Group. To create shareholder value through meeting and exceeding clients expectations whilst maintaining contractual entitlements. To ensure the Health and Safety of the workforce and others; to protect the environment in all aspects of work.

Duties & Responsibilities:
General
1. To organise staff to fulfil contractual and statutory obligations.
2. To manage and influence client relationships to successful Contract outcomes and develop repeat business.

Operations
1. Implements the management systems and procedures.
2. Ensures the following is undertaken on each project under his/her control:-
• Planning and programming
• Resource histograms
• Budgeting
• Risk assessments
• Method statements
• Progress monitoring
• HSEQ reporting
• Contract Value Reconciliation reporting
3. Manages the systematic approach to works, including adequate provision for Health and Safety, Environmental protection and delivery of the project to contracted and statutory obligations. (Quality)
4. Ensures optimal operational resources are made available for each contract.
5. Identifies and instigates the training plans for all personnel in their operating companies/ divisions.
6. Seeks professional advice and training as required.

Health & Safety and Welfare
1. Responsible for Safety on all contracts under his/her control. Responsibility will be delegated to the Project Manager, Site Agents or Foremen as appropriate.
2. Ensures that Health and Safety policy, procedure and manual are being adhered to through safe working practices.
3. Considers the Safe Working Methods to be carried out at pre-contract planning stage.
4. Ensures that all work is carried out as planned and statutory regulations are observed.
5. Ensures that all remedial measures from Safety Department reports/audits are auctioned.
6. Organises all works so that they are carried out with minimal risk to people; all equipment materials and sites are left as safe as reasonably practicable.

Environmental
1. Manages for all divisional teams to protect the environment by:
• Maintaining systems of work which reduce and/or limit the production of pollutants as fugitive discharges to water, land and air.
• Reduces the production of waste from our activities and the wastage of energy and resources.
• Promotes the re-use of potential waste, the re-use of re-cycled materials and the use of materials from renewable sources.
• Controlling noise and other nuisance from our contract activities.
• Providing supervision, information, training and instruction to employees and others as necessary.
• Assisting in the review of the environmental policy and effects; regularly instructs employees on such reviews.
• Consulting with employee environmental representatives and, if required, including as part of the site safety committee.
• Implements best practice in the recycling of materials.

Quality
1. Ensures that all divisional teams provide for:
• The maintenance of systems of work which conform to statutory and contractual requirements.
• To minimise, correct and learn from errors and strive for continuous improvement.
• The continuing commercial viability of and relevance of contracted works, products and services undertaken by the business.
• The supervision, information, training and instruction to employees and others as necessary.
• Assists in the review of the Quality policy and instructs employees on such reviews.
• Collates commercial and financial activity to inform appropriate analysis.
• Implements Quality assurance policies and procedures.

Financial
1. Controls all expenditure to within budget.
2. Approved the payment of all invoices/Sub Contract payments up to a value of £5,000.
3. Obtains Deputy MD’s approval for payment/liabilities above £5,000.
4. Ensures all payments are received on time.

Commercial
1. Creates shareholder value through meeting clients’ expectations.
2. Constructs and completes the works with conformity in all aspects with the provisions of the contract.
3. Undertakes monthly cost value reconciliations (CVR) for each contract.
4. Ensures all applications for payment are presented on time and are benchmarked against site costs.
5. Assists the Chief Estimator in the preparation of pre-qualification tenders.

Contracts
1. Actively promotes and maintains contact with clients and client’s representatives on issues.
2. Sources sub-contractors and suppliers for all contracts within his/her division.
3. Produces programme / progress reviews and reports.
4. Prepares sub-contractor strategies and reports these strategies to senior management.
5. Implements and manages the contract, including:-
• Contract start-up
• Contract management plan
• Health and Safety plan
• Environmental Impacts
• Quality Plan
• HSEQ inspection and reporting
• Cost Variance Reporting
• Contract review
